National Spatial Data Infrastructure (NSDI) for Indonesia

Indonesia has decided to adopt a cutting-edge network system provided by NTT DATA Indonesia as part of the country’s National Spatial Data Infrastructure (NSDI) project. This system succeeded in making possible the unification of formerly disparate national spatial data that had been possessed on an individual basis but not shared by Indonesian ministries / agencies and local governments, enabling the efficient formulation of regional development plans that avoid duplication in work and investment. The project has also made possible the creation of regional development plans at the provincial level and the establishment of an economic development road map for Indonesia as a whole. Moreover, this is also the first major Japanese IT systems official development assistance success story in Indonesia.

Common Business Concerns

  • In Indonesia, the government had been the primary compiler of national spatial data used such as to manage domestic natural resources, the national infrastructure and regional development plans. However, government ministries and other entities possessed and used their own such data-data that was not shared. As such, the government sought to minimize duplication in work and investment as well as delays in decision-making resulting from this piecemeal approach.
  • The government wanted to integrate the national spatial data possessed by all ministries and to make this available via a shared network system among multiple entities.

Desired Outcomes

  • Geo-Spatial Information Agency (Badan Informasi Geospasial, or BIG) has acquired the know-how to create accurate national spatial data. The increased reliability of this data and the increase in the number of institutions and entities using it has resulted in greater efficiency in government operations and is greatly contributing to Indonesia’s overall economic development.
  • Integrating national spatial data from government ministries and local governments has promoted more efficient regional development planning.
  • All Indonesian citizens can access the BIG system through a portal site and easily obtain high-quality map data.
  • The sharing of national spatial data to support disaster management, such as the indexing of dangerous areas and disaster damage prediction, has been made possible.

PANADES

PANADES is an integrated software package for Flight Procedure Design that provides an innovative man-machine interface and high level automation throughout the design process.

On 29 August 2011, NTT DATA Indonesia concluded a contract with JICA for Supplying Flight Procedure Design System to the Directorate General of Civil Aviation of Indonesia. Since then, PANADES has been utilized to generate hundreds of flight procedures, including departures, arrivals, approaches, and holdings, applying both Conventional as well as RNAV procedures. 

Interface and Output of PANADES

Some key features that makes PANADES one of the leading software for Flight Procedure Design:

1. Flight procedure design function

  • Conform to ICAO PBN concept as well as PANS-OPS criteria (ICAO Doc. 8168)
  • Provide a high degree of usability with user-friendly interfaces
  • Automate complicated calculations for RNAV/Conventional procedure designs.
  • Design protection areas and assess obstacles with minimum input.

2. Aeronautical data management

  • Manage AIP data, obstacle data, terrain data and procedure design data efficiently
  • Support AIP data update based on AIRAC AIP Amendment.
  • Provide import/export functions to exchange data with other database or software

3. Display capabilities

  • Display “on/off” of the data in plan view and profile view
  • Switch map display according to the user needs
  • Change colors and line types of each data and geometry

4. Design support functions

  • Provide a variety of tools for manual drawing and area assessment
  • Enable integrated parameter administration for procedure design
  • Add important information to plan view or profile view to support flight inspection or other post-design validations.

The system accommodates three big main aspects for HRMS, i.e. Employee Self Service (Compensation claim administration, time and attendance, and personnel data management), Payroll administration (Payroll components and tax calculation and payroll administration), and HR Core (employee bank data, career track, training and performance).
